Fatal Traffic Accident

In 2021 the Westminster Police Department partnered with other agencies throughout the State of Colorado in an effort to combat street racing. Between April and August, the task force worked 3,344 hours making over 1000 contacts and issuing 829 summonses.

Westminster Officers also participated in the North Metro Speed Enforcement Group. Between May and August this group reported the following statistics:

  • 230 Traffic contacts
  • Issued 226 summons
  • 9 arrests
  • Provided 122 warnings
  • Impounded nine vehicles
  • 28 cars eluded officers

In addition, the website reportstreetracing.com was established in an effort to allow citizens to report street racing. Through this website, 113 reports were made in the city of Westminster.

Between January 1, 2021 and November 15, 2021 Westminster dispatch received 213 calls associated with street racing.  It is unknown if calls reported to the website were also called in to Westminster dispatch.

Members from our department have met with car club organizers to work with them to help them understand the negative impacts of street racing.  Officers have contacted several businesses with large parking lots and had them sign ‘trespass notices’ and post signs in the parking lot advising ‘No Trespassing’- this allows officers to write summonses if people associated with street racing groups show up.

With all of the agencies in Adams County sharing street racing information and having officers from all agencies involved in enforcement, we were able to show the car clubs they are constantly be watched and their behavior will not be tolerated in our city. We understand the frustration this illegal activity causes and the extreme danger it poses and we will continue to work hard on this problem.

Monday- November 15th

After further investigation, Westminster Police have learned that two vehicles were racing southbound on Sheridan Boulevard. The victim vehicle was traveling northbound Sheridan Boulevard and turned left at 105th Avenue. One of the vehicles racing struck the victim on the side of her vehicle. The third non-contact vehicle avoided the collision. Both drivers of the racing vehicles remained on scene. Accident investigators have determined that speed was a factor in the crash as the racing vehicles speed was determined to be excessive.

Both drivers of the racing vehicles were arrested and are being charged with 18-3-106 (1) (A) Vehicular Homicide – Reckless driving F-4.  

Vehicle # 1 Driver is identified as Shimpson Huynh, date of birth -30 years old. This vehicle struck the victims vehicle.

Vehicle # 2 Driver is identified as Adrian Lau, date of birth - 21 years old. This vehicle was the non-contact vehicle.

The identity of the victim will be released by the Jefferson County Coroner’s Office.

Sunday- November 14th, at 9:10pm

Westminster Police responded to a two-vehicle accident that occurred in the intersection of 105th Avenue and Sheridan Boulevard. When officers arrived, they observed one of the drivers to be unconscious and not breathing. A witness and an Officer performed CPR on the 21-year-old girl until rescue units arrived. She was transported to a local hospital and later pronounced deceased. The driver of the second vehicle involved remained on scene and is cooperating with investigators. Police do not believe that drugs or alcohol were a factor in the crash at this time. The identity of the deceased female will be released by the Jefferson county coroner’s office. 

This investigation is still on going as Police talk with witnesses and the driver of the second vehicle involved. The southbound lanes of Sheridan Boulevard will be closed for several more hours from 112th Avenue to 104th Avenue. Police are asking if any other witnesses observed the crash to please call 303-658-4360.
